This means that economic operators transporting goods via these modes of transport to or through the EU must submit detailed safety and security data to ICS2 before the goods arrive at EU entry points.
The Import Control System 2 (ICS2) is a European system designed to improve security in the international transportation of goods and involved supply chain. Up until now, it was applied exclusively to air transport, but it will become mandatory also for road and rail freight transport. All Economic Operators that bring goods to or transiting through the EU, have to declare safety and security data to ICS2, through the Entry Summary Declaration (ENS) before the goods arrive in the EU. Specifically, this Import Control System consists of an electronic declaration containing all the information on the nature, origin, destination, and content of the goods transported. Based on the ENS, all goods are subject to safety and security risk analysis and better targeted controls.
The ICS2 helps to better identify high-risk consignments and intervene at the most appropriate point in the supply chain, while facilitating legitimate flow of goods.
